ELECTRONIC INDIAN POSTAL ORDER


The Department of Personnel and Training and Department of Posts have launched a service called e -IPO (Electronic Indian Postal Order) to enable Indian Citizens abroad to purchase an Indian Postal Order electronically by paying the fee on-line through e-Post Office Portal.

This facility has been provided for Indian Citizens abroad to enable them to purchase a Postal Order electronically to seek information under the RTI Act, 2005. This facility has been extended to Indian citizens residing in India also with effect from 13.02.2014. The facility is only for purchasing an Indian Postal Order electronically.

The User needs to get himself registered at the website. He has to select the Ministry/Department from whom he desires to seek the information under the RTI Act and the e-IPO so generated can be used to seek information from that Ministry/Department only. Further, an e-IPO so generated must be used only once with an RTI application. A printout of the e-IPO is required to beattached with the RTI application. If the RTI application is being filed electronically, e-IPO is required to be attached as an attachment.

INFORMATION ABOUT EMBASSY OF INDIA, MADRID, REQUIRED UNDER SECTION 4(1)(B) OF THE RTI ACT, 2005

1. Functions and duties;

The EMBASSY OF INDIA is headed by the Ambassador and comprises the following Sections: (i) Consular Section (ii) Commerce Section iii) Press, Information, Culture & Education & iv) Administration Section.

The functions of the Embassy inter alia, include political and economic cooperation, trade and investment promotion, cultural interaction, press/ media liaison, and scientific cooperation in bilateral and multilateral contexts. The Embassy functions within the purview of business allocated to Ministry of External Affairs under the Government of India's Allocation of Business Rules and Transaction of Business Rules.

2. Powers and duties of the officers and employees;

General Administrative powers are derived from IFS (PLCA) Rules, as amended from time to time.

Financial powers of the Officers are detailed in the Delegated Financial Powers of the Government of India's Representatives Abroad. Other powers are derived from the Passport Act of India and Instructions issued by the Ministry of Commerce, India from time to time The Officers of the Embassy function under the guidance and supervision of the Ambassador.

3. Procedure followed in the discharge of services, including decision making, channels of supervision and accountability;

Decisions are taken under the instruction and supervision of the Ambassador and her written approval, whenever required.

4. Norms set for the discharge of its functions

Norms are set under the instruction and supervision of the Ambassador.

5. Rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions;

The Embassy functions within the norms of India's foreign policy formulated by the Ministry of External Affairs. Policy is implemented by the Embassy under the guidance and supervision of the Ambassador.

Statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public;

The Embassy interacts regularly with representatives of think tanks, academic community and others.

Embassy of India does not have any subsidy programme.

Embassy of India does not grant any concessions/permits etc.

The Embassy's website has the required information. The Embassy also makes available to interested individuals the information on India, its people and culture in electronic (CD/DVD) and print forms.

Embassy of India, Madrid had floated an open tender for procurement and installation of

Video Conferencing System at Conference Hall/Library in February 2022. After completion of

tendering process, M/s Dekom Visual Solutions was selected as L1 for supply, installation &

commissioning of Video Conferencing System (including warranty/support service) at a total price

of €8,985.40.
